Metal fences that are near pools or spas, within 5 feet should be bonded (similar to grounding in some ways) for safety purposes.

Safety for swimmers

It’s very difficult at times to tell if a pool fence or ladder is bonded. At times you can see where a copper wire is connected to a pool access ladder or to a metal fence. Often landscaping will hide where the fence is bonded.  Bonding, is similar to grounding, and it provides additional safety for swimmers and people near the pool.

A pool maintenance person or an electrician may be able to point out where the bonding is or let you know how to bond these if you need to.

Who to consult? An electrician, a pool maintenance person, a pool technician or a pool contractor.

Bonding is a safety concern, but can usually be done easily. An electrician, a pool maintenance person, a pool technician or a pool contractor often do this type of work.
