Will layering plastic sheeting and 7/16 OSB board on the outside of windows help prevent cold air from entering?

I’m thinking about replacing my windows next year. Do you know if putting plastic sheeting and then a 7/16″ Osb board on top of the plastic (outside of the window) will help keep the cold air out? Thanks for any advice!
