Why would someone put napkins in a J box during a fixture replacement if they’re not an electrician but hire them?

I’m no expert in electrical work, but I work with electricians often. Can someone explain to me why there would be napkins in a J box? It seems strange since we’re just switching out old ballasts for new fixtures. I’m just curious if anyone with more experience in the field knows the reason behind this.

The only explanation was that it needed a box extension or to be dropped down flush.

Sheetrockers and painters often stuff things in there to prevent plaster from getting into the box. Most likely not the electrician’s fault. A good electrician would cover the box in new construction to avoid this.
