Why is water seeping through the window onto the wall during heavy rain, and how can this issue be resolved in a townhouse with vinyl siding?

Hey there! I just realized that my couch was blocking this area, so I never noticed before that when it rains really hard, water comes in underneath the window and onto the wall. We live in a townhouse with vinyl siding outside. Any ideas on what might be causing this and how to fix it?

‘t forget to reach out to your homeowners insurance and HOA. Townhouse HOAs usually take care of the exterior and roof.
