What is the maximum height at which a panel can be mounted?
What is the correct height for the first breaker to be installed?
I believe there are regulations regarding how low a breaker can be installed, especially in flood zones. The height should be around 6 feet or 6 feet 6 inches.

Looks like your journeyman skipped teaching you the proper way to phase a 120/208 3-phase system’s branch circuits. And did they forget to mention labeling the neutrals with brady tags? Oh, and what about explaining the isolation grounds?
I wasn’t the one who determined the phase, it was based on the temperatures. However, I am aware of the isolation requirements.
