What is the most effective solution for addressing the bent tie rods protruding from the foundation walls of my house that may be causing moisture issues?

I cleared a path to put down some rock dust and patio stones, and found bent tie rods still in the concrete from when the foundation was poured. I was hoping they were only inside the walls, but turns out they’re outside as well. Not a huge surprise, just another thing to deal with.
What do you think my next steps should be? They don’t seem to be causing any leaks in the crawlspace, but I’m guessing they might be allowing moisture in. I’m thinking I’ll need to have someone dig a trench around the house so I can cut them all off.
It’s not uncommon for walls to contain ties. In my experience with wall foundations, we usually remove them without any issues. However, if they are left intact, it’s generally not a cause for concern.

If you come across ties, simply cut them off and fill the hole with mortar as a precaution. It’s usually not a problem.
