What is the best tool for making step shaker cabinets – CNC or otherwise – given the large number of doors and projects ahead?

What kind of tool or bit would work best for creating step shaker cabinets? Any recommendations for a good instructional video?
My husband tackled step shaker cabinets for the garage and now he’s gearing up to do a bunch for the house. It was quite the project, so he’s considering buying the doors and just making the rest himself. We don’t have the right bit and our CNC machine isn’t up and running yet.
With so many doors to do (two kitchens, 5 vanities, 5 large built-ins), he’s thinking investing in a pricier tool would still be worth it.
I’m not entirely convinced that qualifies as shaker style. It looks more like a flat panel door to me. I achieved the look using a set of router bits.
This is the exact router bit I used. I installed it in my table-mounted router.
