What is the best product to use for reattaching skirting boards that have been poorly installed with a large gap between the wall and board?

Hey there, I was wondering how difficult it is to remove and replace skirting boards. In my place, some were installed about an inch away from the wall, creating a big gap where dust and debris collect. Do you have any recommendations on the best product to use to reattach them to the wall? Thanks in advance!
