What do you think about the 3 phase transformer with 3 inches of clearance between the vents and the wall that was found on a job site?

Hey, I came across this 3 phase transformer that was already set up on a site. There’s about 3 inches of space between the vents and the wall. What do you think about it?
The CEC requires at least 6 inches of clearance for vents (usually mentioned in the manual too), might vary in other nations.
What type of material is used for the wall construction? As long as it’s non-combustible, then we shouldn’t have to worry about people storing things behind it.
