What are your thoughts on the tapcon installation method for a CBS house block possibly filled with grout?

What’s up with the purple coloring on the unistrut? The one on the wall side is purple all over, but the outer one is only purple on the top. Do you think it’s from the cold saw or some sort of lubricant? I don’t see any drips that would indicate it was applied after the fact. This is on a 27kw generator installation in Florida.

What’s your take on the tapcon installation method for this CBS house? Do you think the block was backfilled with grout or not? Let me know your thoughts!
