Should I flash the bottom of the PVC siding and how should I address the rotted siding behind the concrete by my back patio door?

Hey everyone. So, I’ve got this issue with the trim and siding near my back patio door. It looks like the builders poured concrete right up against the original siding, trapping it behind. As a result, the vertical trim and bottom siding panel on the left side have rotted due to snow and rain. I’m thinking of cutting it out and replacing it with a horizontal PVC siding trim panel to prevent further damage. My main question is, should I flash the bottom of the PVC with the concrete? And what should I do about the siding behind the concrete that’s circled in green?

Take off the material under the door, add flashing tape and caulking to seal the framing from the concrete. Make sure to caulk under the door threshold without covering any drains. Put the trim back on top of the flashing. Try to only use one layer of trim under the door threshold to prevent moisture buildup.
