Should flooring be installed first in the basement in order to allow for expansion of the floating floor when adding cabinets?

Should we start by installing the flooring or cabinets in the basement first? I heard that it’s better to do the flooring first to allow for the expansion of a floating floor. What do you think?

Start with floating floor fixtures before anything else. Then move on to fixed floor fixtures.

I decided to install engineered oak before the cabinets so that in the future I can renovate the space without having to replace the flooring as well.
