There are different colored stainable wood fillers available, but if you’re covering the electric outlet, you can purchase a blank one and paint it.

Another option to have it centered without relocating the hole is to frame the ceiling with a big decorative medallion that covers both the desired center and the original hole, concealing the cord beneath. Personally, I used a sunburst mirror frame for this purpose – taking out the mirror and putting a light in its place. You could follow the same idea but use the ceiling cap instead of the mirror.
