Is the tar leakage from the roof repair into the Zinsco panel caused by the extension of the utility lines?

So, there’s a bit of tar leaking from when the roof was redone into the Zinsco panel. And to add to that, someone went and extended the utility lines. Can you believe it? 🤦‍♂️
