Is the brickwork showing signs of rising damp?

I’m just thinking, could this be rising damp in the brick walls?
Our garage concrete pad used to soak up water like a sponge when it rained, leaving it damp with water beading on top. The issue was resolved when a neighbor with heavy equipment trench next to my garage.
