Is it possible to fix the gap between the stones on my front steps by using a chisel gun to break the cement underneath?

Oh no, I started fixing up my front steps and everything was going smoothly until I got to the second last one. Turns out there’s a big gap and one corner is raised. Can I fix this by breaking up the cement underneath with a chisel gun? I really want to get this step laid properly.
Can you adjust the back of the pic by pulling it slightly forward or backward? Just make sure to keep the overhang consistent with the other steps.
Hey there, I’m thinking I need to bring it forward and lower the front-left side since it’s a tad higher than the rest. But I’m stuck on how to do it because it’s already securely cemented in place. ðŸ˜
