Would it be okay to pour self leveler over paint on the floor?
It’s not recommended. The paint needs to be grinded off first. Make sure the slab is cleaned thoroughly before applying the leveling compound, preferably with a primer.

What surface are you planning to pour it over?

What’s the purpose of using self leveler? Many people believe they require it, but it may be excessive.
Instead of sanding down, apply a bonding agent before pouring the self-leveling compound.
If it were me, I’d scrape off any loose, peeling paint, prime the surface, and then pour the cement.
Of course, you have the option to do so, but do you think it will be effective? 🤔 Personally, I’d recommend investing some effort in preparation. However, since it’s not my house, the decision is ultimately yours.
I’d suggest giving it a good scrape, applying a coat of latex sealer, and then pouring.
I wouldn’t recommend it. I once tried pouring leveler over painted floors, and it ended up being a disaster. The flooring and leveler didn’t adhere properly, resulting in loose and chipped surfaces that were easily damaged when I had to remove them.
