Is it normal to have leaks in a cabin with an unsheathed roof during rain, or did we make a mistake in the construction process?

We’re in the process of building a cabin and I noticed a few leaks inside after it rained today. The roof isn’t completely shingled yet, but we have it covered with ice and water shield. Do you think we made a mistake or is this a common occurrence during construction? I’m guessing once we finish shingling with steel, these leaks won’t be a problem (they’re not where the steel is installed). I thought once we “weathered in” the cabin, we wouldn’t have any leaks.
I&w should be completely weatherproof. The shingles mainly serve as a physical barrier to protect the waterproof layer underneath. I would address those leaks before completing the shingling process.
