Is it compliant with national code to have a stove outlet near the floor instead of higher up on the wall during a kitchen renovation?

I’m in the process of remodeling my kitchen and came across a stove outlet near the floor. I was wondering if this meets national code standards. Shouldn’t it be placed higher on the wall instead of near the floor?
