Is flashing required at the top of these windows?

Does anyone happen to know if this type of window is supposed to have flashing at the top?
When it rains is the only time
In those windows, , there is a gasket sealer strip, so caulk is unnecessary
Flashing is not required, as the trim pieces contain drip releases
If the weather seal and caulking are in good condition and secure, it should be fine.
