That way is like a lever and can support less weight. They should be hung that way.
Those straps can bend open if someone were to hang on them. However, if the screw is at the bottom with a proper fastener, it could hold much better.
It’s definitely true, . You can test it out by trying to pull down on the pipe when it’s installed one way, and then flipping it over to the top and trying again.
