They went with cord grips and flex, but those two don’t really go together. It’s a switch with a key to lock it out.
It does appear to be somewhat unusual, but there might be a specific reason for this particular combination in the setup. It’s always cool to see different approaches in electrical work. Having a key lock for the switch does seem like a helpful safety feature.
I’m thinking of picking an on-off switch. It could be for anything from lights to machinery. I’m not impressed by the installation. Looks like it’s in a dry location. I think they originally planned to come through the back of the box, but something stopped them. They didn’t have wet flex or normal flex connectors, or even a big enough drill bit. I’m guessing it was a subcontractor in a remote place with no hardware store close by. ABB is known for their technology. Zurich. Some unusual stuff. Makes me think it’s for a remote generator start or emergency stop. If it was important, it should have been done right.
Oh yeah, I actually zoomed in to check for pencil marks around the penetrations. My best guess is they eyeballed it, assuming they’d pop knockouts anywhere on the side. The box is pretty much empty.

If the correct fittings and proper insulation procedures were used, the job would have been fine. Right now, it looks like a hack job.
