If the problem persists after turning off all the breakers, it might be further back. Once the issue is resolved, you can test each breaker individually to identify the cause and replace it.
Seems like it’s more of a ground issue, not a bear problem.
My guess is there could be a nick in one of the wires inside the conduit, multiple circuits sharing a neutral wire, or a wiring issue in a receptacle or switch box.
