Reat workmanship, but unfortunately this constitutes an NEC violation. According to 240.33, this doesn’t meet the requirements for an ‘impractical scenario’. It would have been better to install gutters or JBs to extend the circuits and properly mount the panel vertically.
I don’t think you’re quite correct in your interpretation of the code rule, . It wouldn’t be feasible to mount such a long panel vertically in this situation.
All the non-metallic cable running below the ceiling joist should be enclosed in conduit.
Wouldn’t it be easier and tidier to use a gutter instead? In my opinion, it would look nicer too.
The fact that the box door is hanging down like that doesn’t seem right. I highly doubt it’s up to code.
