How do we upgrade service equipment to 60 amps when the wire feeding sub panels is only rated for 49 amps, according to the inspector in California?

Hey, so we’re looking at upgrading the service equipment here. The feeds from the old meter to each apartment are currently at 40 amps. We replaced the wire and breakers with the same elements. But, the inspector just informed us that we need to switch out the breakers to 60 amps and use #6 wire to the doghouse. I questioned how that would work since the wire feeding the sub panels is only rated for 49 amps. The inspector mentioned something about the disconnecting means. Oh, and by the way, this is all happening in California.
