Investigate what the base is anchored with. If it’s too difficult to remove with a jackhammer, consider using a sawzall or grinder to cut the pipe below ground level and then bury it.

You might be able to use your tractor to pull the post out.
If the hoop doesn’t move much when you shoot, the base is likely 4 feet deep. It’s usually secured by 4 bolts. Simply loosen the nuts and cut the protruding bolts. I’d recommend leaving the base as is.
Et yourself a 4-wheel drive truck and tie it up to pull that bad boy right out of the ground. Or just leave it be, let the neighborhood kids enjoy playing outside, away from their video games and phones, for some good old-fashioned fun

Dig about 6 inches deep, grab a reciprocating saw with a metal blade, and cut below the ground level… That’s how I tackled a similar project recently.
Try digging around the base and cutting it off below ground level – that should do the trick!
