How can we effectively address the black mildewy look on our fence before staining it to ensure a successful outcome?

We erected a fence and it’s looking like this right now. We were thinking of staining it, but we’re a bit concerned about the black mildew. Any ideas on how to tackle that before we move forward with staining? Thanks a bunch!
Try power washing and using a mildew remover solution.
Any reason for the 3 pieces of wood next to that post?
