How can I secure a gutter fastener to a stucco exterior wall made of light fiberglass material that keeps falling off?

I’m having trouble with the gutter fastener and anchor staying put on this stucco wall. It keeps falling off and making the hole bigger. The stucco seems to be on a light fiberglass material. Do you have any suggestions on how to get a more secure hold? Should I try driving a screw in deep? Thanks a lot.
Huh, there seems to be a wall anchor shaped like a butterfly that the screw is passing through, instead of a typical wall anchor.
Do you think there is room behind the stucco for the wings of the butterfly anchor to open up?

Make a hole in the foam and drill into the wall
Place the wood in the hole, and then insert the screw into the wood
Try using a longer one instead of attaching it directly. It’s not designed to hold or be used with a toggle bolt/butterfly, so you need a larger surface area to grip onto.
