How can I safely flatten a raised corner in the room that was extended by the previous owner without disrupting the electrical meter?

I noticed there’s a raised corner in the room where the previous owner extended the wall to avoid moving the electrical meter. I’m thinking about flattening it, which would mean going down by 8 inches. Do you think that’s a good idea? And if so, do you have any advice on how I could go about doing it?
