How can I repair improperly sealed areas in a carpet that was installed by the previous owner approximately 3 years ago?

So, the person who owned this place before me got new carpet put in around 3 years back. But, it seems like some spots weren’t sealed right. Any ideas on how I can sort this out?
Is it possibly glued in place?
Opening up the seam and doing it over again.
