Use some super glue to attach a piece of carpet from a corner or closet over the spot after cutting out the burn.
Clean the table and locate a paint marker in the same color.

If you happen to have a leftover piece of carpet, gently remove the damaged area by cutting between the fibers. Pay attention to the carpet’s nap direction. Use the remnant to cut out a matching piece and carefully secure it in place using carpet tape. Make sure the nap of the patch aligns with the rest of the carpet. For example, if the hole is 10 rows wide and 20 stitches long, the patch should be the same dimensions. After securing the patch, give it a few brushes to blend it in. Unfortunately, the table’s surface will always show imperfections. You can try living with it, re-lacing the entire top, or attempting to repair the damaged area with colored epoxy. It may not be perfect, but it will help minimize the blemish. Best of luck.

You cannot repair a burn on those materials. The best option is to conceal it. Definitely avoid smoking in the house👍
The best thing to do with the carpet is gently scrape off the burnt and melted parts, and then attempt to dye it.
Remove a section of carpet from a hidden spot, like inside a closet, and use it to patch the burned area.
Consider purchasing a new table. Alternatively, sand and repaint the entire surface
