How can I prevent water from entering under my door during heavy storms without the help of contractors?

So, the contractors didn’t seal up the newly installed door or deck properly. Then, during a really heavy storm, some water managed to sneak in. It wasn’t a ton, but enough to catch my eye. I’m wondering what I can do about it. It seems like the water might have seeped in from under the door since the tenant’s doormat is level with the sill plate. But that shouldn’t be happening, right? The contractors are MIA, hence why I’m turning to a DIY page for advice. 😄

Take off the door and frame. Apply flashing membrane to the deck and use a sill seal when putting the door and frame back in place. Make sure to check the threshold height adjustment and door sweep. It shouldn’t leak from there unless it’s submerged. Rainwater shouldn’t be able to get in. Alternatively, consider installing a storm door.
