How can I enhance the concrete footer by framing it under the window to create a waist-high shelf, and should I also consider using epoxy in the closet?

I’m thinking about adding a shelf at waist height by framing out the exposed concrete footer under the window. Do you think we should do the same thing in the closet and use epoxy?
You could also box it up, give it a fresh coat of paint, and use it as a shoe rack
Enclose it in a box and label it as storage
It’s simply a matter of vapour barrier and bulkhead installation to address the issue.
