The paper won’t help with moisture. If you have a serious moisture problem that would dampen insulation, then there’s a bigger issue and water would come up from under the paper.

Seal the gap with JB Weld, even if it’s just a vent pipe.

No need to worry, the paper primarily prevents the stucco from fully pushing through the wire mesh
