How can I effectively repaint this item that has chipped due to water damage?

So, I’m wondering how I should tackle repainting this since it got chipped from water damage.
How about doing a light skim coating to achieve a smooth surface before priming and painting?
Make sure to sand the edges really well, then use mesh and mud to tape them. If you skip taping the edges, they will continue to curl up.
Start by spraying primer on it, then use a can of kills before mudding and taping the joints to smooth them out. Professionals often use a special hot mud mixture.

I own a 1940s home and am renovating room by room, applying skim coat to the walls and ceilings. A painter gave me some advice that has proven to be effective. To fix the crack, use a triangle scraper to create a small channel along the crack, clean it out, and fill it with silicone caulk. Ensure that the caulk does not protrude higher than the plaster. Then, prime the area, tape over the crack, apply plaster, and paint.
Prime, apply plaster, prime again, and then paint.
Apply drywall mud, allow it to dry, sand it, and then proceed with painting.
