How can I effectively remove a dried-up oil stain from metal railing bars before dismantling and rebuilding the railing?

I’m thinking of sanding down my deck soon and getting rid of that old brown oil stain that dripped onto the metal railing bars three years ago. My plan is to take apart the bars to tackle the issue and then put the railing back together.

It’s a tough job to scrape off the stuck-on oil stain from the bars. Any suggestions on a more effective way to handle this?

Have you thought about trying wirebrushing? Maybe with a drill? Then you can apply a coat of metal paint and add your color.
