How can I effectively fix a leaking basement window that appears to have been removed and filled in an older house?

I purchased an older house about a year ago. It seems like the basement window was taken out and patched up. However, there is now a leak. What do you recommend as the best way to fix this issue?

There are numerous hydraulic cement patch products available. Start by cleaning the area well from the outside, removing any loose materials, and then follow the product instructions to mix and patch.
