Have you encountered welded bus bars in an old style ITCSiemens panel like the MC3042B1400SC model before during a site visit?

This morning I did a site visit and came across a cool 400A panel. It’s an older ITC/Siemens style. It seems to be a MC3042B1400SC model, but the setup is a bit off. Has anyone else ever seen welded bus bars like these before?
