I’ve actually come across situations where the old panel was being used as a junction box. It’s not uncommon.

A while back, there was a fuse panel at a Loblaws store with options for on, off, sw, 150a. I ended up replacing it with a breaker panel instead of keeping the old one.

I had a similar experience in a condo before. I was reluctant to do it, but the old box was acting as a junction between aluminum and copper wires leading out to a breaker panel. The condo was designed like an apartment complex back in the early 70s. I could still access it.
