Has anyone experienced a similar issue with their ceiling resembling a bad plaster job that needs fixing?

Hey, this is the ceiling in my room. I’m trying to figure out what’s going on here and fix it. Have you come across something like this before? Any ideas on where I should begin? I don’t think it’s water damage. Do you think it could be due to a poor plaster job?
When did you first start noticing this, and has it gotten worse over time? Also, what is above the ceiling in that area?
I meant to say ‘Is,’ not ‘I’d!’
