Can the stain on the basement stairs be lightened to match the rest of the staircase without applying a poly topcoat?

Is there a way to make stain lighter? 😫
I’m trying to stain the plywood to match the stair risers I just added to my basement stairs. I’m not super picky about it because they’re just basement stairs leading to the garage – just want it to look a bit better 😂
I put in a pine plywood sheet for the landing at the top of the stairs and the stain matched the treads perfectly. But, the preexisting plywood at the bottom turned out much darker. Is there a simple way to lighten it to match? I haven’t put on the poly topcoat yet.

If the upper ply layer is thick enough, you can sand it down and restain it to a lighter shade.
