Can the second floor of a garage/shop space be moved down or rebuilt to create additional rooms?

Hey there! I’m new here and looking for some advice. I’m thinking about turning the back of my garage/shop into some extra rooms, about 580 sq ft. Do you happen to know if I can lower the second floor or if I’ll need to rebuild it to the correct height? Thanks for any help you can provide!
