Can someone explain the connection between my utilities box and the cable wire running to my neighbor’s house, since we both recently bought our homes?

Can anyone help me out with this? It looks like it runs from my place to my neighbor’s. (We both just bought these houses.) The utilities box is on the opposite side of the cable/wire.
Perhaps was a family member who resided next door. Another theory is that it could lead to a water pump. Keep digging.

Seems like it could be a post light or shed, and maybe a pump or any electrical equipment outside.

Ive it a trim and see if the neighbor decides to trace it back, then accuse him of theft
