That’s correct, the FCI does need a neutral for the button to function. If it’s connected without a neutral at the load center, you won’t be able to test the device.
That may be true for that brand, but most other hot tub brands do need a neutral.

Most brands? Not really. Just to clarify, only Jacuzzi doesn’t require a neutral. Other brands do. When I bought my hot tub, I made sure to do my research on this.
It’s always a good idea to refer to the manual. From what I’ve seen, Jacuzzi brand usually doesn’t have a neutral on the load side of the FCI breaker – it’s 240V only. If you need a neutral, there are jumpers on the board to switch between 240V and 120V.
You know what’s interesting? Jacuzzi brand is the only one I know that uses 3 conductors instead of 4. My brand, on the other hand, needs 4 conductors.
You don’t need to announce that you’re not an electrician… it’s pretty obvious. Running 4 number 6 wires to the spa and installing a panel box by the pool is necessary. One of the boxes should have a FCI breaker. These handymen have no idea what they’re doing. Forget about the ground rod, that’s what one of the wires from the panel is for.
