Can anyone provide advice on fixing bubbling plaster that keeps falling off the walls in my newly purchased house?

Hey, does anyone here know a thing or two about plaster and how to repair it? I recently purchased a house, and I can’t seem to get a handle on these constant bubbling and peeling issues with the walls. I try to fix it, but more plaster just keeps coming off. Any advice would be greatly appreciated!

Could the humidity fluctuations inside the house be causing the issue?

I was considering that. However, it’s been 2 years and I’ve fixed it for the 3rd time. I left it open to let the air out and it still happened again

Seems to be struggling with moisture getting under the paint. I tried floating it out and applying a moisture barrier, but it still bubbles off.
