Can anyone identify the purpose of this black pipe and if it can be cut down to floor level during a basement finishing project?

Hey there! Can someone assist me in figuring out what this black pipe is and what it’s used for? Can it be cut down to floor level when we finish the basement? Thanks so much!

Seems like some sort of improvised clean out, which is strange because using a real clean out would have been simpler. Haha

Might be for a Radon vent… I actually have one in my basement, and it’s closed off. But if Radon was found, that’s where the Radon vent/pump would attach.
