Could you possibly add a thin layer of plaster to a wall that’s already painted and has an orange peel texture?
Yep. Piece of cake.
Oh, don’t forget to give it a quick sanding first. The goal is not to completely remove the orange peel texture, but rather to identify any noticeable bumps or lumps.
Yep. So, like mentioned earlier, sand with a 150 grit or something around that. Then, prime it. I noticed that skim coating with orange peel texture tends to create washboard effect, so make sure to apply it thick enough to prevent your trowel from vibrating.
I’d recommend using a primer before anything else!
We’re in the process of tackling 3500 sqft of that.
If the space isn’t too big and you start seeing washboarding like Jessie mentioned before, you might want to consider adding another layer going the other way.

Yes, you have the option to purchase special taping knives designed for that specific purpose, and they come in wider sizes
I once purchased a house. One of the bedrooms was entirely covered in paneling that was glued to plaster. I cannot stand paneling. I carefully mudded and taped every seam in the paneling and then applied a skim coat to the rest. Even years later, you wouldn’t know it’s not drywall.
I tackled a super tough popcorn ceiling texture that I couldn’t sand off.
