Are the HPS electrical boards meant for turning on light bulbs, or is there a different purpose I should be exploring?

Has anyone worked with these HPS electrical boards before? I was handed one with a picture and descriptions, but no other instructions. Do I need to focus on getting the light bulb to turn on, or is there something else I should be exploring? I’m still getting the hang of electrical stuff, so I’m feeling a bit confused.
